If invited to bridal shower, is it proper etiquette to also be invited to wedding?

Proper wedding etiquette is that those guests invited to the bridal shower are also on the "A" list for the wedding event. It is only fair that if someone is invited to the bridal shower that they should be there for the real nuptials a few months later.
